I find that the Colonial Office on the 18th ultimo (reference no. 16732) forwarded officially to the Treasury a copy of a reply which they had sent to a Memorial from the Liverpool Chamber of Commerce asking support in aid of a proposed University in Central China. In this connection you may be interested to read the enclosed copy of correspondence which has passed between
